Pipes lying on beach

Feb. 25, 1947: A worker stands inside a concrete section of pipe being used in the construction of a new outfall sewer line. The 12-foot, 40-ton sections were sitting on the beach near Playa del Rey.

Miles of beaches in Santa Monica Bay were closed by a state  quarantine because of pollution. The city of Los Angeles was in the process of upgrading the Hyperion Plant to treat city sewage and lift the beach ban.
