Wednesday’s Pictures in the News begins in the nation’s capital, where Health and Human Services Secretary Kathleen Sebelius testifies on Capitol Hill before the House Energy and Commerce Committee about the difficulties plaguing the implementation of the Affordable Care Act. The Obama administration claims the botched rollout was the result of contractors failing to live up to expectations and not bad management at HHS.

Los Angeles: Lakers star Kobe Bryant, still recovering from injury, sits on the sideline while his teammates put away the Clippers in both teams’ NBA season opener at the Staples Center.

Granada Hills: A black bear surveys the scene from a tree in Granada Hills before leading Department of Fish and Wildlife agents and the LAPD on a daylong chase that ended with the bear being tranquilized and removed.

Manila: Students dressed as zombies participate in an annual Halloween Costume Parade.

North Pole: For the first time in history the Olympic flame is brought to the North Pole, aboard the nuclear-powered icebreaker 50 Years of Victory, as part of the torch relay to the 2014 Sochi Winter Games.

Nairobi, Kenya: Mourners gather to remember those killed when a public bus was rammed by a train. The accident happened  at a crossing point, killing at least 12 passengers in the bus.
