Civic Center Mall groundbreaking

Feb. 14, 1969: Shovels await their turn during groundbreaking ceremonies at Civic Center Mall.

The original caption in this Feb. 15, 1969, Los Angeles Times photo by John Malmin reported:

MALL DEVELOPMENT––Guests listen to a speech at groundbreaking ceremonies for the second phase of the Civic Center Mall development between the new Hall of Records and the County Law Library. Golden shovels in the foreground were used by dignitaries during the program.

In the background, in front of City Hall, is the old Hall of Records, torn down in 1973.

The Civic Center Mall is now part of Grand Park.
